This bulletin deals with the issue of the deteriorating security environment in the East and South China Seas. It provides an update on the situation as examined in a previous report in 2012. It argues that the previous report's forecast that tensions would increase in the two seas was correct and suggests ways in which the situation can be managed. These include expanded rules-based conflict prevention and management mechanisms, reinforcement of regional institutions, the strengthening of US allies' military capacities, and the mitigation of China's threat perceptions.
