This paper explores the overall impacts of differentiated integration on the EU and how it has affected EU structures during the European debt crisis. Fueled by the pressure to find agreements for closer cooperation, a number of new measures have been adopted by only subgroups of EU member states. As a result, the EU has reached a point where only a 'core Europe' decides on the governance, balance of power and cohesion in the EU.
