This report focuses on recent attempts to normalize Georgia's relationship with Abkhazia. Since resolving this 20-year old conflict will first require a breakthrough between Tbilisi and Moscow, the report zeros in on ways to establish common grounds for cooperation, even if both sides don’t have diplomatic relations at this time.
