This paper argues that it is fallacious and unwise to play down or negate the very real threat of ICBMs. Although only few countries have ICBM capabilities it only takes one country to successfully launch lethal multiple nuclear warheads from a single ICBM. The paper concludes that it is particularly important for China and the US to deescalate their respective military build-ups. Although the UN might be in the best position to promote this task it is difficult to see how it would do so without substantial reform to the UN Charter.
