This analysis argues that the Pakistani elite controls access to valuable resources. As a result, patronage and violence play a key role in determining political outcomes, resulting in repeated periods of domestic political instability. The author suggests that institutions operate differently in different sectors of Pakistani society. He concludes that incremental reform aimed at strengthening the capacity of the state would gradually enable Pakistan to develop a more stable, equitable and open rules-based political order.
