This report examines the progress made by eight signatories to the Nairobi Protocol in 2004 in marking and recording their stockpiles of small arms and light weapons. It suggests that despite severe challenges and varying degrees of progress at national levels, the states who signed the Nairobi Protocol have made significant advances in their efforts to mark and record the weapons targeted. However, they warn that the process is not at an end and that the states need to establish the necessary infrastructure to maintain a record of these weapons.
