This report examines the administration of the 2012 Somali elections. It also examines the Somaliland Constitution, electoral laws, international observers’ election reports, reports by agencies, and press releases on the topic. It analyzes the electoral framework and preparations for the elections by the government, civil society, and those trained to observe the process. It also focuses on the election day itself and the impressions of the observers inside and outside the polling stations. It goes on to offer conclusions on both the elections and the observation. It ends by providing recommendations for key Somaliland stakeholders.
