This report outlines the theory behind, and the objectives of, a project in South Ossetia which attempted to support the security of communities. It examines the way the theoretical approach was implemented by the project and the extent to which it succeeded. It also talks about what can be done in the future to improve the project and suggests that there should be closer cooperation between the project and security actors in the region.
