This commentary examines trends and fluctuations in China's economic policy since Zhu Rongji's became premier in 1998. The author argues that there are signs that Xi is considering moving away from the resource-intensive growth model that has created significant environmental damage. He suggests that significant structural reforms may be possible as the government seeks an expanded role for private investment and market-oriented economic systems, potentially heralding a huge restructuring of government.
