The European Banking Authority reported that the European banking system had been successfully recapitalized and was now in a much stronger position. This analysis questions this assessment. It argues that the recapitalization of European banks was insufficient and that it is still short of the equity capital recommended by scholars. The system, therefore, remains vulnerable to shocks and dependent on various forms of state subsidies, guarantees and bailouts.
