This paper identifies good practices in capacity building in the area of dual-use trade controls, focusing on items which can be used for civilian purposes as well as weapons of mass destruction. It does this by examining programs implemented over the past two decades. The author suggests that capacity building in the dual-use area and existing programs related to conventional arms take place largely in isolation from each other. However, national legal provisions and licensing, and enforcement staff involved in these programs frequently overlap. She also argues that general principles of good practice in capacity building apply to both areas.
