This report argues that US drone strikes in Pakistan's Federally Administered Tribal Areas (FATA) need to be regulated more vigorously -- i.e., the strike selection process has to be more transparent and comply with humanitarian law. To aid this formalization process, however, Pakistan will need to incorporate the FATA into the country's legal and constitutional mainstream. That’s easier said than done, which is why the report offers specific recommendations on how to accomplish the above steps.
