This paper analyzes the role of the EU and its crisis response arrangements regarding counterterrorism, especially the External Action Service (EEAS) and the European counterterrorism coordination. The authors provide an insight into the main dimensions of EU counterterrorism by analyzing the EU's response to the Algerian hostage incident in January 2013. It also argues that good bilateral relations are the best tool for preventing terrorism in the region and that the EU should pay more attention to the Euro-Mediterranean Partnership, due to recent regional changes.
