This paper argues that the EU should give maritime matters a prominent place in the ongoing discussions on the European Security Strategy (ESS) and European Global Strategy (EGS). This is because there has been a transformation in the global maritime security environment meaning EU access to its interests in the global maritime commons can no longer be assured by US power or multilateral regimes. The authors suggest recommendations for a new strategy by surveying changes in interests and threats in the global maritime context and exploring their consequences for the EU.
