Since 2008, Russia has attempted to reform its defense and military sectors. This brief argues that Moscow has made substantial progress, even if corruption, limited resources and an unfavorable economic climate continue to complicate matters. The reforms, by the way, are designed to maximize President Putin's ability to fulfill his strategic objectives.
