This article discusses the potential opportunities for EU-Russia cooperation in areas of energy efficiency, electricity and renewable energy. It also identifies a number of challenges within the Russian energy market such as weaknesses in legal and administrative areas, which hinder such bilateral projects. The author suggests that public-private partnerships and project financing mechanisms could reduce the impact of such problems.
