This brief focuses on the diplomatic musical chairs currently being played between China, India, Pakistan and Japan. The increase in India's defense cooperation with Japan, for example, shows that it can use a diplomatic, rather than a military, approach in relation to China. China's overtures to Pakistan, in turn, show that it is trying to develop new strategic efforts in India's neighborhood. And so it goes.
