This policy paper focuses on the EU's strategy against the proliferation of weapons of mass destruction. In particular, it assesses whether the strategy is suited to cope with the 'trans-boundary' risks that WMD proliferation represents. Its conclusions, unsurprisingly, are that some changes need to be made and accelerated if the EU expects to raise its effectiveness in this area.
