This commentary argues that the absence of an official US-China strategic dialogue is worrisome. China is the least transparent of the five nuclear weapon states (NWS) recognized by the Nuclear Nonproliferation Treaty and the only one both enhancing and expanding its nuclear forces in the context of its re-rise to power. The authors suggest eight important areas for future dialogue and action.
