This policy brief examines the debate surrounding Israel's foreign policy toward Syria in the context of that country's civil war. The author argues that decision makers are divided over the costs and benefits of regime change in Damascus. Despite long-standing differences between the two countries, the potential for a more radical post-Assad government could generate a more unfavorable situation for Israel. The author concludes that Israel should refrain from becoming involved in Syria's internal affairs and firmly protect its interests, but cautiously and discreetly.
