This policy brief argues that too much effort and political capital is being spent by the EU on being seen to be doing something quickly about youth unemployment. The authors argue that the structural measures proposed by the Commission and the member states will only become effective in the long-term. Furthermore, they highlight the much-neglected policy option of encouraging labor mobility within the internal market as an alternative.
