This commentary argues that the US's strategic shift toward the Asia-Pacific is not a recent development, but rather the product of a lengthy reconfiguration and consolidation process of American basing structure and force posture. Indeed, it suggests that the biggest changes to American posture have been in the works for well over a decade. This, argues the author, undermines the position of the Obama administration when it uses the rebalancing to lend substance to its diplomatic efforts.
