This commentary contends that the Japan-South Korea relationship is undervalued and lacks a coherent framework. The authors suggest that the goals and benefits of deepening bilateral ties need to be clarified, and the overall scope of cooperation should be extended beyond its narrow focus on defense issues. The paper further outlines how the relationship can be taken to the next stage by drawing attention to the specific role of leadership and dialogue.
