This brief looks at the peace talk deadlock between the US, the Taliban and the Afghan government in June 2013, and explores the negotiating positions of the parties in conflict. The author examines 1) why the Taliban held out an olive branch to the US while continuing to carry out armed attacks, and 2) whether the US was truly interested in brokering peace or just extricating itself from the conflict.
