According to this policy brief, the government in Juba is losing both authority and control. It argues that the South Sudanese regime, as a former rebel movement, is struggling to take on the role of a civilian government and still has not succeeded in ensuring domestic peace. Furthermore, security sector reform is faltering, attempts at demobilization have not materialized, and there is no division of responsibilities between the state's police and army.
