This paper looks at the creation process of India’s 29th state Telangana. It examines the circumstances behind its creation, the outstanding constitutional and economic issues to be resolved, and the broader concerns regarding the cohesion of India’s federalist system, such as the Naxalite rebellion and secular-religious tensions.
