This policy paper argues that low-yield non-strategic nuclear weapons (NSNWs) should be outlawed. After explaining why such weapons have not been included in previous arms reduction negotiations, the paper calls for a multilateral treaty that prohibits NSNWs with a yield below 5 kilotons. By prohibiting such weapons, the paper concludes, the nuclear threshold will rise, thereby reducing the risk of all out nuclear war.
