This brief focuses on the foreign aid and investment programs being pursued in Africa by China, the US and EU, and several Middle Eastern states. It specifically argues that conventional discourses about these programs overemphasize the rivalry between China and the US/EU. They would be better served, the brief concludes, if they examined the roles of Middle Eastern states and Islam on the continent, and thereby present the intricacies of African geopolitics more accurately.
