This report looks at the ability of Uganda's Peace, Recovery and Development Plan (PRDP) to implement its post-conflict development goals in a 'sensitive' way. More specifically, it looks at whether district officials in the northern part of the country are trained enough to mix conflict aversion with program implementation. Since that doesn't seem to be the case, the report concludes with a number of recommendations on how to enhance the skills of these officials and improve their understanding of land-related conflict and gender-based violence.
