This paper reviews the progress made on the 31 major capabilities announced in the 2000 Australian Defence white paper (D2000). It argues that some of the major capabilities have not yet been realized and that the Australian Department of Defence should take into account the lessons learned from the D2000 before moving ahead with new structure plans.
