This commentary argues that German and European policymakers should attempt to maintain communication with the Syrian business elite and encourage policies in the post-conflict period that support their inclusion in the reconstruction process. It therefore recommends policies that encourage such outcomes as the repatriation of Syria's business elite to the country so that they can help dismantle the war economy.
