This brief examines the impact legislative changes have had on Indonesia's defense industry since 2012. It argues that the changes were necessary to enhance the industry’s technological vibrancy and absorption capacities. Legislative reform, however, is only half the answer. Jakarta additionally needs to implement more practical, robust, and flexible policies that will help promote transparency and eradicate corruption.
