This brief argues that it is the South China Sea fisheries rather than fossil fuels that have the potential to ignite a regional conflict. Fishing has become a politically sensitive and emotionally charged national security issue as fishermen who enter contested waters are seen as challenging the sovereignty of the coastal states. Such intrusions provoke calls for stronger penalties for illegal fishing.
