Using country studies in Burkina Faso and Ghana, this report analyzes the role of the EU delegations in promoting complementarity and division of labor in development cooperation. The experience of joint EU programming confirms that promoting complementarity and division of labor among EU delegations and member states is a complicated process. To help the process along, the author recommends concentrating on focal sectors, joint programming, delegated cooperation and coordination via lead donors between EC and EU member states.
