When the EU heads of state and government converge for the next European Council meeting in December 2013, the main topic of discussion will be Europe’s commitment to global security and defense. This commentary glosses the meeting's proposed agenda and speculates on what the summit can realistically hope to achieve. The latter should include agreeing to conduct a European-wide defense review, bolstering the European Defense Agency, and committing to a small number of bold and realistic flagship projects.
