This paper offers new ideas on how to manage one of the most contentious issues in the bilateral relationship between the United States and China -- i.e., US arms sales to Taiwan. It first looks at the existing policies and technologies that are in place and the core problems they feed, not the least of which is trust. The paper than lays out a 'better scenario' where three seemingly incompatible goals get satisfied -- i.e., the US continues acting in accordance with its relevant laws and policies, China’s legitimate interests and concerns are respected, and Taiwan’s people and way of life are made more secure.
