This commentary discusses developments in Syria following the alleged chemical weapons attack on 21 August 2013 in the suburbs of Damascus. The author examines whether the use of chemical weapons has the potential to turn the tide of war and identifies the limitations of the Obama administration's attempts to prevent, or at least minimize, their further use.
