This brief examines steps the EU can take to strengthen the Economic and Monetary Union (EMU). The author outlines three rough models which have each appeared in the European debate as possible solutions to the weaknesses identified in the EMU. She concludes that a system of constitutional and fiscal federalism would produce stable outcome, but would require major changes in the EU's democratic system, policy implementation, external policies, and the way its constitutional powers are arranged.
