This analysis describes an increasingly popular approach to regulating the flows of illicit goods to and from conflict zones -- i.e., linking conflict-related trade and financing, and the requirements of businesses to exercise due diligence, to international law. For this linkage to work, however, more formal intergovernmental policy coordination and regulation will be necessary.
