This report examines the factors driving the conflict in Uganda. These include regional and political instability, weakness in governance and the justice systems, as well as cultural and social tensions. The author also looks at the successes of the government’s Peace, Recovery and Development Plan for Northern Uganda (PRDP) in addressing some of these factors. She concludes by providing recommendations on how to ensure that the PRDP's operations are conflict-sensitive and peace-building.
