This paper makes a case for reforming the German Parliamentary Participation Act (PPA) which regulates the involvement of the German parliament in the decision-making process of sending troops abroad. The authors analyze the legal position and concerns regarding the PPA in the context of the NATO alliance and propose limited reform. Doing this, they argue, would demonstrate Alliance solidarity without weakening German democratic legitimacy.
