This paper examines the quality and efficiency of governance in areas where traditional state structures barely or don't exist. The author argues that much of the world operates under political structures that are difficult for American pundits and policymakers to understand, let alone influence and that anarchy is the new normal. He concludes that the nation-state system is clearly the most productive, peaceful and profitable way to coexist but it is not how many of the world’s most troubled regions actually relate to each other, or to their local and international neighbors.
