This report basically does four things -- 1) it explains why the perceptions of conflict-affected communities matter in peacekeeping operations, 2) it discusses the impact such perceptions have in UN strategy development and protection planning, 3) it identifies the current constraints that peacekeepers face in trying to engage with conflict-affected communities, and 4) it provides a set of recommendations that could help overcome the latter constraints.
