This report works its way through a specific conflict scenario - an air war between the People’s Republic of China and Taiwan - in order to determine what role oil and fuel requirements would play in such a conflict. Since the combined needs of the military and civilian population could spike appreciably in such a scenario, they may partially explain why the foreign policies of both countries seek to bolster access to foreign oil.
