This commentary looks at the attempt to enhance international cybersecurity within the UN framework. The author describes why attempts to find a common basis for the regulation of cyberspace have so far been unsuccessful and outlines US and Russian fears of making concessions. However, he cherishes hope for the UN international Group of Governmental Experts which could serve as a basis for a resolution to further regulate state behavior in cyberspace.
