This paper discusses the US strategy of coercive diplomacy against North Korea and Iran in order to deter them from furthering their nuclear weapons programs. The author argues that isolation and coercion are insufficient as a means of deterrence and concludes that pursuing this policy will not succeed, as it increases the target country's incentives to rely on nuclear deterrence for national security.
