This brief looks at the US policy of attempting to capture terrorist leaders. The author uses the capture of Libyan terrorist leader Abu Anas al-Libi to assess the potential impact of this policy. He argues that, although the Al-Libi capture is a significant blow to Al Qaeda, the 'decapitation' strategy does have its limits.
