This commentary talks about China and ASEAN's relations with regard to the South China Sea. In particular, it addresses debates in the region over whether cooperation through maritime confidence-building measures or strategic trust should be established first by the two. The author argues that as cooperation is essential, the parties involved should not see trust as a prerequisite of cooperation.
