How can the private sector help measure today's cybersecurity problems? According to this report, it can help 1) establish a trusted environment for the aggregation of statistical data, 2) collect voluntarily submitted data from private companies, and 3) develop a statistical method for analyzing the accumulated data against a specified reporting benchmark. For these things to happen, however, a 'trusted entity' needs to be established and then facilitate the data collection.
