This analysis examines Norway's role in Afghanistan prior to and after NATO's withdrawal in 2014. The author looks at how Norway's development policy can best address the needs in Afghanistan. He then examines how Norway could implement this policy most effectively - either by continuing its current strategy without security involvement or by taking the lead in a few specific areas where Norway has particular expertise.
